POLS HAGGLING ON RIVER TOLLS

A final decision on East and Harlem river tolls could be delayed until Albany politicians come to agreement on a new budget, a process that could take months, sources told The Post.

Senate Majority Leader Malcolm Smith, under fire from other Democrats, told Gov. Paterson yesterday that he wants to include MTA funding in the state budget instead of handling it separately, the sources said.

But Smith’s office insisted he had no intention of waiting that long and wants to settle the issue of MTA funding this month.
