GIVING BABIES A HEAD START

The Administration for Children Services has made it mandatory for caseworkers to start the legal process to remove newborns from parents who’ve already lost custody of their other kids.

The new rule, made public yesterday, comes on the heels of the death of 7-week-old Pablo Paez.

He died from injuries suffered at the hands of an abusive mom, who’d already lost custody of another child she had beaten, authorities said.

The mother has been charged with murder and is awaiting trial.

The agency instituted the new rule on April 21, three weeks after the dying baby was admitted to Elmhurst Hospital.
