Gabriel Soto had an advantage over other New York dads paying child support – working for the Human Resources Administration, he could access his own computer file.

What he didn’t have was the authority to do so 20 times, by his own count, between June 2004 and January 2007. Nor was it OK for him to enter data that netted him two $759 HRA refund checks.

And before he was caught and forced to resign, he repaid one check by manipulating his case file yet again.

The Conflicts of Interest Board yesterday fined him $1,500 and said it would have been more had he not proven he was broke.

In a second case, the board fined ex-Lehman HS teacher Gerald DeFabbia $1,500 for cutting out early 21 times between February 2006 and May 2007 to get to his second job, as a New Jersey baseball coach.
