Street clown frowns

A professional clown says the rules regulating artists in Central Park are no laughing matter.

Alexander Alhovsky sued the city yesterday, claiming he was twice injured last year during the daily “frenzied, mob rush” to grab the limited spots designated for artists.

His Manhattan federal-court filing seeks unspecified damages for negligence, along with violations of his civil rights on the grounds that his “art” is protected by the First Amendment.

City lawyer Gabriel Taussig said the regulations have been upheld in both state and federal court.
