$cuffle over terror tab

After Homeland Security announced a specific, credible, but unconfirmed threat last weekend, a battle broke out over who would pay for the increased security, The Post has learned.

The feds initially let themselves off the financial hook by “heightening” people’s awareness but not activating the National Terrorism Advisory System.

“The system they designed says they pay for personnel costs if they activate the system,” said one counterterrorism official. “But they don’t like to pay for personnel costs.”

The feds ultimately reimbursed New York City, the Port Authority and neighboring counties.
