An Upper East Side community board, inundated with complaints about bikes, will hold a hearing tonight about forcing cyclists to get a license to ride in the city.
Community Board 8’s transportation committee may either call for a straight-up licensing requirement for all riders — which would involve state legislative approval — or a different resolution demanding permits for delivery riders, which the city would have to authorize.
The board itself doesn’t have the authority to approve or enforce any licensing rules.
Rogue-riding issues have grown so great in recent years that it dominates nearly every community meeting, said board member Jonathan Horn.
“The new [complaint] we are starting to hear is that bicyclists are not using the bike lanes and continuing to ride in traffic,” he said.
