Landlord left disabled woman trapped in her own apartment: suit

A notorious Brooklyn landlord has left a disabled woman imprisoned in her own apartment by refusing to give her a key to a wheelchair-accessible entrance, the woman charges in a new lawsuit.

Olga Zhuravel, 81, has been “effectively trapped inside her apartment building for two years” after her pleas to notorious landlord Moshe Piller to give her access to a basement ramp were ignored, the Brooklyn federal suit states.

The elderly woman – who has Alzheimer’s and recently suffered a stroke – has only been able to leave her Bay Parkway building in Bay Ridge on a handful of occasions since July 2012 when her relatives are forced to carry her, the suit states.

The building’s main entrance has several stairs that Zhuravel can no longer negotiate with the wheelchair, according to the suit.

Her distressed son noticed that the basement to the 59-unit building had a ramp and requested a key to the area so that his mother could enter and exit the building.

But Piller – who has racked up thousands of violations with the city over the years and has been the target of numerous tenant demonstrations – continually ducked calls and letters, the suit states.

Zhuravel’s prior attorney, Jen Barrow, sent a certified letter to Piller’s offices but was told they never received it, according to court papers.

“Defendants systematically failed to return Ms. Barrow’s numerous phone messages, actively avoided Ms. Barrow’s phone calls, and … made insincere and contradictory statements,” the suit states.

Citing Fair Housing Act Law violations, Zhuravel is now suing Piller and his company for undisclosed damages and immediate access to the basement.

The elusive property shark – who was once accused of trying to boot a Holocaust survivor out of her rent-controlled apartment – did not return calls for comment on the suit.
