City Council thinks mayor lacks votes for carriage ban

The neighs have it — for now.

City Council members are questioning whether Mayor de Blasio has the votes needed to pass his long-promised ban on horse-drawn carriages.

During the campaign last year, de Blasio said getting rid of the horses would be his first order of business at City Hall.

But nearly three months later, the clip-clopping of their hooves can still be heard in Central Park.

Councilman Eric Ulrich (R-Queens) said the mayor doesn’t yet have the votes to enact the ban.

And with 21 new council members, it could take some time to round up a majority in the 51-member body.

A group supporting the ban spent $774,000 on ads attacking de Blasio’s primary rival, former Council Speaker Christine Quinn.
