A drug-addled grandfather gave cops the following explanation after getting photographed allegedly masturbating on a northbound 3 train: “It just popped out!”

“Yes, that’s me in the pictures,” career con Kevin Bishop, 44, told cops, according to a statement released today. “My private parts fell out. I looked down and it was out. It just popped out! I was trying to put it back.

“I deeply apologize for what happened,” the parolee added. “I do admit the truth.”

Bishop’s kooky explanation was released this morning after he was ordered held in Manhattan on $1,500 cash bail. His case attracted publicity this week, after a Harlem woman who was sitting near him on the train snapped cell phone pictures of his dastardly doings, then apparently got a run-around when she tried to report him to cops.

Straphanger Cileane White, an FBI internship coordinator, had been sitting just a few seats away when Bishop allegedly began pleasuring himself — all the while looking straight at her. She snapped away, then took the pics to the 32nd Precinct, where she was basically told that it wasn’t a police matter, and that she should call 311.

Sources have told The Post that the cop White spoke to in a precinct hallway admits telling her to call 311, but only by mistake — she’d really meant 911. The cop also claims White didn’t want to file a report, and only asked what to do if the same thing ever happened again.

The cop will meet with Internal Affairs today, according to sources.

At his arraignment this morning, prosecutor Juan Abreu asked Manhattan Criminal Court Judge Frank Nervo to set $2,500 bail because Bishop has a lengthy criminal history — including 64 arrests — and a history of failing to appear in court.

Legal Aid lawyer Nicole Bromberg countered that her client should be released without bail because he’s facing at most a 90 day jail sentence for a single count of public lewdness.

“My client is very responsible,” she told the judge. “He has actually been going to counseling and drug programs.”

Bishop is due back in court Aug. 19.
