The relentless rain caused flooding and closures on the West Side Highway and the FDR Drive. Stretches of highways in Westchester, including the Hutchinson River Parkway, the Bronx River Parkway and the Cross County Parkway, were closed, with conditions so bad that some cars stuck in water had to be towed out.
