The City Council is bagging a plan to tax plastic bags, sources said yesterday.
The proposal, which Mayor Bloomberg initiated and two Albany lawmakers recently introduced in the Assembly and Senate, couldn’t gain traction in the council, which has sway over whether it would be implemented.
The bill to place a 5-cent fee on each plastic bag distributed with purchases in the city would need approval in Albany, but the state Legislature is unlikely to institute a new city tax without a home-rule message from the council supporting it.
Council Speaker Christine Quinn, who is up for re-election this year, told members at a private budget meeting this week that the plastic-bag tax will not get her support, according to people who attended the meeting.
Bloomberg conceded he will not get the green light from the council and Albany on all his plans to generate revenue.
“We’re not going to go and negotiate a budget here,” Bloomberg told reporters.
