Probe finds 104 school staff-student flings since 2009

More than 100 city teachers, administrators and other school staffers have been caught in the last five years engaging in sexual or “inappropriate” relationships with students, The Post has learned.

The special commissioner of investigation for city schools, Richard Condon, has fielded 593 complaints about such illicit relationships since April 2009. His office substantiated 104 cases, it revealed Friday.

“I’m absolutely stunned at that number,” said Laura Timoney, a Community Education Council member whose 15-year-old daughter attends a city high school on Staten Island. “It’s shocking, but what do you do to stop this?”

Social media and smartphones have fueled the epidemic of hookups, experts say, with teachers and students easily able to flirt under the radar of parents and colleagues.

“If a kid texts a teacher at 9 or 10 p.m. asking about homework, the reply goes straight to the child’s bedroom,” said Frederick Lane, a Brooklyn attorney and author of the book “Cybertraps for the Young.”

“These one-on-one conversations can turn personal, creating a quicker sense of intimacy,” Lane said. “The electronics make it easier for a predator to gain the trust of a child and then exploit that trust.”

The student-staff hanky-panky constitutes only a fraction of all sexual-misconduct complaints, which include groping, molestation and assault. In 2013 alone, Condon’s office received 566 complaints against Department of Education employees with a “sexual component.” It opened 233 investigations and substantiated 24 percent, or 58, Condon reports.

Teacher Julie Warning of Manhattan Theatre Lab HS was caught on camera with a student in 2012.

Among Condon’s findings:

• Salahudin Bholai, a teacher at the HS of Graphic Communications in Manhattan, allegedly texted a student a photo of his penis last year. Bholai denied doing so but admitted he flirted with the girl and asked her to send photos. She texted him two shots, showing her partially nude and in a bra. The student said Bholai invited her to his home in Brooklyn several times — a claim he has denied. Phone records show calls between them from 11:44 p.m to 4:33 a.m., some lasting more than two hours. He resigned in October 2013 and is banned from the DOE.

• Pauline Maneepong, a teacher at alternative Satellite Academy HS in Manhattan in 2009, opened her Facebook page — with sexy photos of herself — to students. Kids reported seeing messages such as, “Baby I miss you,” to a boy. On a field trip, the boy showed text messages from the teacher, age 29, including, “I love you.” One Friday at midnight, the boy’s mom opened her son’s bedroom and found him “with a semi-dressed older woman.” He told his mom his guest was “a friend from school.” His cellphone records revealed 1,089 calls and texts to Maneepong. She was fired.

• Colleen Finn, a teacher at Aviation Career and Technical HS in Queens, texted, “baby I want you!” to a male student, according to a female student who found it on his cellphone and reported it. The boy told probers he had sex with Finn in her home on four occasions in 2010. On a senior trip in the Catskills in 2010, Finn took another boy into her hotel room, witnesses said. The boy told probers that Finn gave him vodka, that the “kissing became passionate,” and that they fondled each other. A fellow teacher walked in on them and escorted him out. Finn was fired.

• Olympia Filosa, a teacher at Tottenville HS on Staten Island, was outed when a photo of herself in bra and panties began “circulating around the school.” A male student told investigators that Filosa, then 26, sent him the photo about a year after they started flirting. He told investigators Filosa picked him up in his neighborhood, then drove to a “quiet parking lot” where they had intercourse and oral sex. They exchanged some 6,950 text messages.

Teacher Felicia Barahona was working at DeWitt Clinton HS when she became pregnant with a student’s child in 2011.

Terri Miller, president of Stop Educator Sexual Abuse Misconduct and Exploitation, or S.E.S.A.M.E., said teachers, like other molesters, can seduce students by making them feel special and cared-for.

“These aren’t relationships. It’s sexual predation.” she said.

Among the other findings during the probe:

Lindsay Dunaj

Dunaj, then a 25-year-old chemistry teacher, dirty-danced with a student from the International HS at Lafayette in Gravesend, Brooklyn, during a prom cruise aboard a yacht named Fantasy on June 18, 2009. She downed three glasses of wine and was seen kissing the student on the dance floor. Probers found that in 2008, Dunaj had a sexual relationship with another student, an 18-year-old soccer star. She admitted hooking up with the teen at her apartment. Dunaj quit in December 2009.

Julie Warning

Students from Manhattan Theatre Lab HS on the Upper West Side spotted the global-studies teacher, then 26, canoodling their classmate on a Greenwich Village park bench on May 26, 2012. The students had passers-by secretly take photos of the pair and caught Warning with her legs draped over the 18-year-old. A probe began after the photo appeared in The Post. Investigators found the pair had exchanged more than 1,400 texts in a year. Warning was fired.

Felicia Barahona

The teacher at DeWitt Clinton HS in The Bronx waited for a student to turn 17 before bedding him, thus avoiding a criminal charge. They had a date on Halloween 2011, and she brought her young daughter. On his birthday, they had intercourse and oral sex at her home. They’d have sex about five times a week, he said. When the student tried to use a condom, Barahona, then 32, told him “not to worry.” She got pregnant and gave birth to a girl. Barahona was fired.

Vaughn Mckinney

The music teacher, then 56, allegedly began bedding a 16-year-old student in 2011, giving her gifts for sex. The girl claimed she asked him for a cellphone and he replied, “You know what you have to do for it,” according to probers. He taught at IS 59 in Springfield Gardens, Queens, and knew the girl from his wife’s church choir. He was hit with 10 counts of rape and sexual misconduct in 2012. He was removed from IS 59. The case is pending.

Charles Oross, a teacher at IS 238, was found guilty of having sex with a 13-year-old girl at the school. He served six months in jail and 10 years probation.Ellis Kaplan

Jason Brylski

Brylski, then 38, carried on a relationship with a student at James Madison HS in Sheepshead Bay, Brooklyn, and had her move in with him as soon as she graduated. She left her parents a note: “I am in love with Jason Brylski.” Her mom found a letter in which Brylski said he was communicating with the girl despite the “inapropriatness [sic] of it.” Her mom and godmother turned in Brylski in March 2012. Probers found 3,787 texts between them and hundreds of calls. He quit in June 2013 and is ineligible to work for the DOE.

Charles Oross

The social-studies teacher’s relationship with a middle-school student was revealed in 2011 after his wife saw it on Facebook. The dad of four and teacher at IS 238 in Hollis, Queens, began a two-year sexual relationship with the girl in 2009, when she was 13 and he was 41. She said that they had liaisons in his class and that he drove her to secluded spots for sex. He was charged with second-degree rape, criminal sexual act and endangering the welfare of a child. His teaching license was revoked, and he got six months’ jail and 10 years’ probation in a 2012 plea deal.

Erin Sayar, a teacher at James Madison HS, had sex with a 16-year-old student in 2011. She was jailed for rape and placed on probation for 10 years.Riyad Hasan

Tara Driscoll

Driscoll, then a teacher at Law, Government and Community Service HS in Cambria Heights, Queens, performed oral sex on one student and had sex with two others, including a 16-year-old whom she drove to a Nassau County motel for a tryst on March 19, 2011. The student’s mother found a video on her son’s cellphone of the pair engaged in a sex act. Driscoll, then 33, was arrested and charged with third-degree rape and criminal sexual act. Driscoll was fired, and she pleaded guilty to a misdemeanor sexual-misconduct charge in 2012 and was put on probation for six years.

Erin Sayar

Sayar, an English teacher and married mother of a toddler, had sex multiple times in 2011 with a 16-year-old football player in her office at James Madison HS in Sheepshead Bay, Brooklyn, and in her SUV. The pair was busted after the teen’s girlfriend broke into his Facebook account and found messages between him and the teacher, then 35. Sayar admitted plying the boy with pot before liaisons. She was arrested, pleaded guilty last year to one count of felony rape, and was placed on probation for 10 years. The teen’s family filed a $10 million lawsuit against the Department of Education.
