Raising the personal income tax, leasing city assets, and selling advertising space on garbage trucks were among the budget proposals rolled out yesterday by City Council Speaker Christine Quinn.

Quinn suggested raising the city’s personal income tax to increase revenue and help the faltering economy, but did not offer a specific figure.

“Obviously, the only significant tax that is fully within the city’s power is the property tax,” she said.

“I think we need to look at personal income tax changes as well. We should try to come up with a mix, whatever the exact number is, that doesn’t put the entire burden on one group of taxpayers.”

Mayor Bloomberg, through a spokesman, said he is “reviewing all the speaker’s proposals thoroughly,” but he recently opposed the idea of increasing the personal income tax, which is currently 2.9 percent.

He and the speaker plan to raise property taxes by at least 7 percent next month, and the increase would take effect Jan. 1.

Quinn also proposed leasing city property, though she did not specify what property she has in mind. She recommending reducing levies on businesses headquartered in the city by only charging them for profits based on sales within the city.
