‘Rifkin-slay’ vic ID’d

The head of a possible victim of serial killer Joel Rifkin — which was found on a New Jersey golf course in 1989 — has been identified as that of a New York woman.

Officials said the victim is Heidi Balch, 25, who is believed to have been a city prostitute whom Rifkin in 1993 claimed to have dismembered, according to The Star-Ledger.

Investigators were finally able to make a DNA match after tracking down her family.

The head was found by a golfer on the seventh hole of the Hopewell Golf Course. Through a blood test of the head, it was determined that Balch had AIDS.

Rifkin has admitted to killing 17 prostitutes, including Balch, although he was never charged in her killing.
