Commissioner Ray Kelly presided over a promotional ceremony at police headquarters today during which he upgraded a slew of chiefs, inspectors and detectives.
Assistant Chief Michael Quinn and Deputy Chiefs Michael Harrington and Martin Morales were bumped up in rank by Kelly.
Inspectors Dennis Fulton, Kenneth Lehr and Joseph Moscatt also got the nod from the Commish.
Numerous detectives were also promoted, including Edmond B. McDonald to Detective Second Grade.
McDonald is a 20-year veteran assigned to the 81 Squad in Bedford-Stuyvesant.
