Undie-handed dean

Two St. John’s University scholarship winners from China testified they were forced to hand-wash the dirty underwear of a top school administrator — in addition to helping her commit fraud.

One former student, Peiyi Gan, said in a videotaped deposition in Brooklyn federal court that Cecilia Chang, 57, the one-time dean of the Asian Studies Department, threatened to yank her financial aid unless she helped forge bank records.

Another ex-student, Jing Zhou, said she, too, had to hand-launder Chang’s underwear.
