Typical of the names are “Negro Gulch” and “Squaw Humper Dam.”

The City Council of Monona has passed an ordinance that fiscally roughs up parents of bullies, with $114 fines for the first offense and $177 for additional ones.

Officials say they impose the fines only as a last resort, against parents who are uncooperative with school guidance counselors.

Officials in Brunete have gotten volunteers who look for uncaring dog owners — and strike up conversations.
