The 39-bike docking station right outside City Hall was out of commission yesterday.

Local riders were left searching for alternatives, either to get a bike or get rid of one. And puzzled tourists couldn’t figure out whether the system was on the fritz or if they were doing something wrong when their credit cards were rejected.

At least one biker, TV chef Frank Celenza, left without realizing the locking mechanism hadn’t engaged on his returned two-wheeler he had just returned.

Anyone could have stolen it.

Luckily, Post staffers on the scene called him back, averting a potential $1,000 penalty for a lost bike.

“This got me to my meeting on time and now it’s making me late,” Celenza said. “So it’s sort of a double-edged sword.

“I’m pushing, pushing and then the screen cracked from the pressure of my thumb. I was like, oh, man, that’s why they’re all cracked,” he added.

A tourist from the Netherlands said he tried five stations and only one at the South Street Seaport worked.

A Transportation Department spokesman said the system was restored by 4 p.m.

Deputy Mayor Howard Wolfson said the bike-share program has been a success despite the glitches, and joked in a tweet that he’s proud to be part of the “Vast Bike Wing Conspiracy.”
