‘ILLEGAL’ PROCEDURES

Sure, the New England Patriots have a great defense – but racking up offenses is the team’s real talent.

Eight members of the unbeaten AFC champs have arrest records – and some have multiple busts, public records show.

Hot-headed Randy Moss and fellow wide receiver Jabar Gaffney lead the Pats in off-field personal fouls, with five arrests between them.

But Kyle Eckel, Willie Andrews, Le Kevin Smith, Donte Stallworth, Mike Vrabel and C.J. Jones have also been arrested, on charges ranging from drunken driving to assault and weapon possession.

Earlier this month, the rough-and-tumble Moss was slapped with a restraining order by Rachelle Washington, 35, a Florida gal pal who accused him of unnecessary roughness while they watched a playoff game. It was accidental, he claims.

A hearing is to be held today, and Moss is sending a lawyer while he preps in Arizona for Sunday’s Super Bowl.

In 2002, Moss was hit with felony assault – later reduced to a misdemeanor – after a female Minnesota cop ended up taking a ride on the hood of his Lexus when she tried to stop him from making an illegal U-turn.

In 1996, Moss was busted on domestic-assault charges, which were later dropped. That year, he was also given the boot from the Florida State football squad after testing positive for pot.

In 1995, Moss served three days in the slammer after a racially charged fight at his West Virginia high school that left a white student with multiple injuries.

Gaffney is no choirboy, either.

He has a rap sheet dating back to 2000, when he was still in high school. That year, he was charged with grand theft for allegedly stealing cash and jewelry from a locker room during a football game. He copped to lesser charges.

In 2006, Gaffney was charged with weapon possession after cops found a .380 semiautomatic handgun in his glove compartment. The charge was later dropped.

Other personal fouls:

* Kyle Eckel – The Naval Academy scholarship standout was forced to resign as a Navy officer in October 2006 for undisclosed reasons.

The previous August, he was busted on assault and sexual-offense charges after an Annapolis, Md., woman claimed he grabbed her in a bar, followed her to the street and shoved her down, breaking her arm. The charges were dropped.

* Willie Andrews – The tackle was sentenced to 30 days in the slammer in 2002 after Texas cops found a .25-caliber pistol in his trunk.

* Le Kevin Smith – He was busted for assault in 2005 after allegedly putting a chokehold on a traffic-enforcement agent who’d just ticketed his car at the University of Nebraska stadium. The school handled the incident internally by “talking with Smith about treating people nicely.”

* Donte Stallworth – The wide receiver was jailed in Miami in 2006 after he’d tried to drive off when stopped for an expired tag on his Bentley. Cops said Stallworth also refused to get off his cellphone or shut off his engine.

* Mike Vrabel – He was arrested in 1995 on misdemeanor assault and disorderly conduct charges after an early morning fight outside a Kent, Ohio, bar left a man with head and face injuries. Vrabel was convicted on lesser charges.

* C.J. Jones – While playing college ball in Iowa in 2001, he was convicted of drunken driving.
