Customized classes

Since 2001, New York City has allowed parents of English language learners to choose which services their child receives (“Tongue Tied at School,” April 12).

The policy has been successful — graduation rates for these students are up 15 points since 2007. Last spring, more than half of the city’s Hispanic students graduated within four years for the first time.

Clearly, that rate needs to be much higher. But it’s just as clear that we’re making important progress.
