Pal arrested in 1995 slay

A Bronx man is facing a federal rap for fatally shooting a friend in Washington Heights 16 years ago, The Post learned.

Edwin Torrado, 37, admitted to the feds that he pumped a bullet into the right shoulder of Noel Martinez, 42, in a 99-cent store at about 9:30 a.m. on April 11, 1995, police sources said.

Back then, Torrado was charged with murder and criminal possession of a weapon, a 9mm Glock. But the Manhattan DA’s Office opted not to pursue the more serious charge for lack of evidence, so he served just a year in prison.

The US Attorney’s Office declined to say why it reopened the cold case.
