Troubled SI teen busted for attempted murder: authorities

A troublemaking Staten Island teen — who was forced to strip down to his underwear and then dumped in a swamp by cops after he egged their patrol car in 2007 — has been busted yet again, this time for attempted murder, authorities said.

Rayshawn Moreno, 18, shot a man in the leg outside a deli across from the hardscrabble West Brighton Houses on Castleton Avenue at about 3:15 a.m. March 10, law-enforcement sources said.

He was arrested Wednesday and is being held without bail on Rikers Island because he violated his probation, the sources added. The shooting occurred after a nearby party, and the victim is uncooperative, sources said.

Moreno had been on probation after robbing a 19-year-old at knifepoint in January 2011. He also had been busted with weed in May of that same year, records show.

In 2007, on Halloween night, Police Officers Thomas Elliassen and Richard Danese made Moreno strip and then left him in a Bloomfield marsh after he was caught tossing eggs.

The officers stayed on the force after pleading guilty to disorderly conduct charges, and Moreno sued the city for millions in 2010. His lawsuit is still pending.
