SI’s most wanted fugitive busted in Minnesota

One of Staten Island’s most wanted fugitives — who is accused of raping a woman more than two years ago — was busted in Minnesota, authorities announced today.

Emmanuel Parker, 25, was stopped Sunday for a traffic infraction just outside Minneapolis and, when the state trooper ran his information through a nationwide criminal database, it was uncovered that he had an open felony warrant, said a spokesman for DA Daniel Donovan.

Parker waived extradition and will be sent back to Staten Island next week to face charges stemming from the Jan. 8, 2010 attack.

Parker had been staying at the Park Hill Apartments on Vanderbilt Avenue with his girlfriend’s relative when he crept into the then-37-year-old victim’s bedroom and raped her as she slept after her husband left for work, authorities said.

She escaped and Parker was indicted in August of that year, but fled before he could be arrested.

“Thanks to the great cooperative efforts between the media and law enforcement, we have apprehended another dangerous criminal,” Donovan said. “The victim in this case graciously gave the defendant food and the shelter of her home – and he repaid that kindness by raping her in her own bedroom.”
