Remember when Philip Rivers was an elite quarterback? It seems like a distant memory after yet another dreadful display by the Chargers’ signal-caller, who threw two costly interceptions and completed just 8 of 20 passes for 87 yards in the second half while San Diego was outscored 17-0.
