A former Parks Department employee swindled more than $70,000 after claiming he was disabled by a concussion — an injury that apparently didn’t stop him from toiling as a home-improvement contractor, authorities said yesterday.

Cosmo A. Zingaropoli, 38, of Staten Island, was arrested yesterday after a probe by the Department of Investigation revealed he had done tough, physical labor during the three years he was pruning the city’s workers’ compensation coffers, authorities said.

Zingaropoli reportedly fell off a ladder while trying to change a light bulb at a Parks facility on West 79th Street and Riverside Drive in April 2006.

He did not return calls for comment.
