City Council weighs ban on pet stores buying from unlicensed breeders

A bill that would bar city pet stores from buying cats and dogs from unlicensed breeders is set to be introduced to the City Council this Wednesday.

Pet stores would be required under the bill to show customers where the pooches they’re purchasing are from and provide a medical history of the animals. And it would ban puppy mills that breed more than 50 animals a year from selling to city pet purveyors.

“It’s the minimum standard for animals,” said Council Member Liz Crowley, a co-sponsor of the bill with Corey Johnson. “You hear a lot of horror stories about puppies that come from high-volume mills — most of them in the city are coming from these breeders.”

The bill would also disqualify breeders convicted of animal abuse from selling to city stores.
