Couple seeking custody of kids they ‘kidnapped’

A Queens couple that busted their eight kids out of foster care last year and later spent 90 days in prison for custodial interference is now suing — for custody.

Shanel Nadal and Nephra Payne were arrested 11 months ago after taking their children on a three-state jaunt. When asked why, they charged that the kids — an 11-month-old girl and seven boys up to 11 years old — were being sexually abused under the care of a foster parent.

“It has been over a year [since last seeing the kids],” Payne said in explaining why they filed suit in Queens Supreme Court.

“No pictures, no contact or anything. We are doing all we can for the reunification of our family.”

The suit accuses Forestdale, the only child-welfare agency headquartered in Queens, of failing to provide “a safe environment” and of “gross negligence in the hiring and training of [its] employees.”
