Downtown city agencies scramble

Eleven city agencies have shifted thousands of workers out of lower Manhattan because their offices in privately owned buildings were damaged by Hurricane Sandy.

Officials reported yesterday that four Financial District towers in which the city leases space remain without power: at 55 and 180 Water St., 40 Rector St. and 17 Battery Place.

A fifth building, at 260 11th Ave. in Chelsea, is also out of commission.

Most of the agencies that had to find new quarters are small, such as the Campaign Finance Board and the Office of Administrative Trials and Hearings.

But two are huge and lost their central headquarters, the Human Resources Administration and the Transportation Department, including the office of Commissioner Janette Sadik Khan at 55 Water.

Officials said the Department of Citywide Administrative Services, which oversees city-operated buildings, sprang into action and had everyone relocated within four days after the hurricane struck — either in government structures or in newly leased space.

“Some are doubling up or working from home,” said an official. “But services are being provided.”
