SMITH TO ESPADA: $COFF IT UP

ALBANY — State Senate Majority Leader Malcolm Smith yesterday publicly scolded fellow Democrat Pedro Espada Jr. — ordering the campaign-finance scofflaw from The Bronx to clean up his act or face “immediate action.”

Espada, who owes more than $60,000 in fines for failing to file city and state campaign-finance disclosure reports, told The Post that he was in talks with elected officials about paying off his debts — and dismissed Smith’s statement as an overreaction to Sen. Kevin Parker’s legal woes.
