Chelsea hit-run horror

A 22-year-old Ivy League grad was killed in a hit-and-run on the West Side Highway early yesterday morning, cops and his relatives said.

Andrew Quinn, a real-estate analyst who graduated from Cornell, was struck at around 3 a.m. as he crossed West 23rd Street by a driver headed southbound on the busy roadway.

He was pronounced dead on arrival at Bellevue Hospital.

“That person needs to know what he did. He needs to know that he took a life that didn’t need to be taken,” his mother, Linda Quinn, told The Post, as she broke down in tears. “Then to leave? Who does that?”

“Whoever hit him had to have hit him at a pretty good speed to almost kill someone instantly,” she cried.

No arrest has been made. The investigation is ongoing.
