A thug opened fire outside and then inside a building in East Flatbush early yesterday, wounding four people, cops said.
The gunman, who wore a black handkerchief over his face and a black bandanna on his head, first shot two men, 19 and 35, eight times each at about 1:40 a.m. outside 401 E. 48th St., where a crowd was gathered authorities said. Each victim was shot in the lower part of the body and survived.
The shooter then went into the vestibule of the building, where he pumped four bullets into a 20-year-old, including in his left hip, right ankle and foot, and shot a 22-year-old man in the lower abdomen.
The victims were treated at Brookdale and Kings County hospitals.
The shooter, in his early 20s, and dressed in black, fled.
A police source described the incident as a house party gone bad.

A Red Hook man, angry at his neighbor, slashed her garden hose with a butcher knife, authorities said.
Lishomwa Henry, 37, sliced the hose at the woman’s home on Henry Street near the Gowanus Expressway at about 5:20 p.m. Aug. 5, and then waved the knife at her arms, according to a Criminal Court complaint.
He then allegedly told her she didn’t know whom she was dealing with.
The victim called 911, and Henry was taken into police custody a few hours later.
He was charged with weapon possession, criminal mischief, two counts of menacing and harassment.
Henry was released without bail, and a temporary order of protection was issued against him for his neighbor.

Cops collared a man in Sunset Park after spotting him driving around in a stolen minivan, authorities said.
Nelson Mounier, 34, allegedly stole the 2005 Toyota Sienna while it was parked on 44th Street near Seventh Avenue at about 6:30 p.m. Aug. 2, according to a Criminal Court complaint.
A police officer was driving on Fourth Avenue near 36th Street at about 9:35 a.m. Aug. 5 when he spotted the vehicle and did a check on its license plates.
Not only was it stolen, but Mounier had two suspensions on his driver’s license and the insurance card and registration he showed the officer were in the name of the van’s owner, a law-enforcement source said.
Police arrested Mounier, who was charged with three counts of criminal possession of stolen property, aggravated unlicensed operation of a motor vehicle and unauthorized use of a vehicle.

Plainclothes cops seized almost 20 pounds of heroin in a double-parked car in Inwood, and busted the driver, police said.
Sgt. Brian Holshek and Officer Michael Walsh spotted a man throwing a large duffel bag into the trunk of a silver Nissan Altima on Sherman Avenue at about 8:20 p.m. Saturday, cops said.
When they approached him, he told the driver, Joancis Delacruz-Arias, 26, that the cops were there, then ran off.
Delacruz-Arias let the two cops and members of the 34th Precinct’s Anti-Crime Unit search his car, and they found 25,000 glassine envelopes of heroin — valued at approximately $750,000 — in the duffel bag, authorities said.
Delacruz-Arias, who lives in Yonkers, was charged with first-degree criminal possession of a controlled substance.

A man was shot to death yesterday as he ran for his life from a gun-toting assailant who chased him from a Soundview bodega.
Rasheed Barton, 28, was shot in the back at about 1:30 a.m. on Bronx River Avenue near Boynton Avenue after a clash inside the shop at 1410 Bronx River Ave., near his home.
EMTs rushed him to Saint Barnabas Hospital, but he could not be saved. No arrests had been made as of last night.

Two men robbed a Williamsbridge check-cashing store at gunpoint, police said.
A 51-year-old employee was drinking coffee outside the Burke Avenue shop at 5:20 a.m. Friday when the men approached him, cops said.
One flashed a gun and demanded money, and the victim threw his coffee at him, then struggled with the assailant, authorities said.
The other thug then grabbed the worker, and the gunman grabbed several thousand dollars from inside the shop.
No arrests have been made.
One thief was between 5-foot-5 and 5-foot-10, with a medium build. His accomplice was between 5-foot-10 and 6-foot-1, and wore an orange reflective vest.
Staten Island

A woman was arrested after a knife fight in Port Richmond, authorities said.
Saka Pierre-Louis, 21, got into a clash with another woman at about 12:40 a.m. Thursday at the West Brighton I housing development on Henderson Avenue, according to a Criminal Court complaint.
She allegedly slashed the victim’s left forearm and right shoulder, which sent the woman to a local hospital.
Cops searched the area, and took Pierre-Louis into custody. She was charged with assault, weapon possession, and harassment, according to a spokesman for DA Daniel Donovan.
