‘Loony’ sex sickos testify in $10M Pataki suit

A sex offender suing the state and former Gov. George Pataki for locking him in a loony bin after serving his time continued to testify yesterday in Manhattan federal court — and wound up sounding like a real sicko.

Charles Brooks, who spent nearly four years at psych facilities after serving six years for sexually abusing a 5-year-old girl, admitted that he once was reprimanded at Manhattan Psychiatric Center for masturbating in front of a nurse.

“I had a sexual relationship with” the nurse, said Brooks, 42, while his ex-wife and daughter watched in the courtroom. He said that he was “not charged” with rape or other crimes for the “consensual” relationship.

Brooks is one of five sex offenders who, with the estate of a sixth, is seeking $10 million each for being locked up after their prison sentences were over.

Earlier, one of the other men, Kenneth Bailey, also came off sounding like a perv when he admitted still having deviant thoughts about children.

He served nine years in jail and then another four in the loony bin for sexually abusing his then-9-year-old daughter and admitting molesting more than 20 other girls.

Among the others testifying yesterday was Louis Massei — a cross-dresser convicted of the kidnapping, rape and sodomy of a 16-year-old girl — who responded to questions while answering to the name “Lisa.”
