I hired an out-of-work friend to do some handyman work around my house and I’m not pleased with the job he’s done. Do I have to pay someone for their services if I’m not happy with the job they’ve done? Does it matter he’s a friend?

Only if your friendship matters. But let’s put the friendship aside for now — which you may have to do anyway, given how this seems to be playing out. That is why it’s best to not mix business and friendship. Everyone’s “got a guy” they use for this or that. Often there is just a handshake agreement on a fee for specific services. With more formal agreements, there is a contract. I’m no lawyer — nor do I delve into dispensing “cash business” employment advice — but generally such disputes result in a partial payment being withheld until the job is completed to satisfaction. Nice attempt to help a friend, but next time you may want to consider calling Angie or Craig.

Is it too late to find a summer job? I don’t want to spend the summer looking for a job if there is a slim chance of getting one.

Sounds to me like there is a slim chance of you really wanting or needing one. I checked the calendar, and it’s true that summer has officially begun — must have snuck up on you, even though it generally arrives around this time of year every year. Landing a formal corporate internship at this late date is extremely difficult, if not impossible. But that doesn’t mean all of the summer jobs are gone. Somewhere, some business needs a fill-in to flip burgers, scoop ice cream, bus tables, etc. Pounding the pavement used to be a literal term for people actually going door to door, looking for a job. Nowadays it’s more like pounding the keyboard searching online. But to solve your problem, I think the old-fashioned approach is your best bet. Good luck.
