The City Council approved two major developments for Staten Island on Wednesday — a 625-foot-high Ferris wheel and mammoth outlet mall.
The wheel, expected to be the largest in the world, is slated to open on the northern part of the island in 2016.
The mall project garnered approval only after the developers agreed to use union laborers.
