MIKE’S TERM WILL LACK STERN HAND

Parks Commissioner Henry Stern, the court jester of the Giuliani administration, won’t be asked to stay on by Mayor-elect Mike Bloomberg, sources have told The Post.

That means that Stern’s four-plus decades in city government will likely come to an end when Mayor Giuliani heads out of City Hall on Dec. 31.

Bloomberg spokesman Ed Skyler declined comment, saying his office wouldn’t discuss individual appointments.

But sources said Stern has already been told he’s not going to be reappointed by Bloomberg.

It’s not clear who Bloomberg, a board member on the Central Park Conservancy, will tap for the post.

In June, shortly after he kicked off his mayoral campaign, Bloomberg told The Post he would give Stern the boot – saying he doesn’t think anyone should stay in the same position for too long.

“I like Henry, but he’s said some things he shouldn’t have,” Bloomberg said at the time – although he praised the job Stern has done.

Stern, who’s become known for oddball behavior – including holding birthday parties for his dog – has been heralded even by his critics for doing a terrific job.

But earlier this year, he became the subject of a wave of negative press after the federal Equal Employment Opportunity Commission found his agency practiced racial discrimination in its promotions.

The next month, he was forced to testify under subpoena at a City Council hearing about his agency’s practice of asking for five-figure donations from groups staging large events in city parks.

First appointed to the parks post in 1983 by then-Mayor Ed Koch, Stern was fired by Mayor David Dinkins – and literally had to be removed from his office by a Parks Department officer.

He was reappointed by Giuliani in 1994.

During his eight years as Giuliani’s king of the hills, Stern became known for his strange antics.

Among them was his 1997 decision to dismiss a $1,000 summons his agency gave a deli owner who chained his delivery bike to a tree – saying all would be forgiven if the man hugged and kissed the arbor.
